Rechartering

Each year Charter Organizations of each unit have to turn in an updated roster, an agreement of understanding of responsibilities, and registration fees for each member of the unit for the year. Below are links to the online rechartering website as well as a link to the updated PDF tutorial.

September

  • Turn in Youth or Adult applications for council processing.  Adults must have a copy of a current Youth Protection Training certificate and Criminal Background Disclosure (last page of adult application.
  • Calculate fees, including National Membership Fees, Scouts Life Magazine, Council Insurance Fee, and any unit dues.  Plan to collect all money before November 1st.
  • Confirm Adult Leadership for 2024.  BSA-Position-Codes.

October

  • Key 3 go to my.scouting.org/Member Manager/Roster Details/All to print unit roster.
  • The online BSA Internet Recharter system will be LIVE on October 2nd
  • Login so the District can see you are moving forward with your unit recharter and to ensure there are no issues logging into the system.

Actions to be Taken in your Unit

  • Ask every youth and their parent to confirm that they will be renewing their membership
  • Ask every adult to confirm that they will be renewing their membership and inquire if they will be changing their leadership position
  • If Adults are registering in multiple units-ask where they will be Primary (paying).
  • Ensure that all adults renewing their membership have Youth Protection Training that will expire after February 28, 2024.
  • Double check the following information for everyone: mailing address, phone number, and email address. If someone uses a PO Box, be sure to use that one.

November

  • Complete online recharter process.
  • At any time if you want or need help, contact your Unit Commissioner, District Commissioner, or District Executive.
  • If you are stuck and need assistance with your recharter, we can help!

December

  • Submit all of the components of your completed recharter to the council office by December 15

    1. Log in to My.Scouting.org.
    2. Click “Menu” at the top left.
    3. Click “My Dashboard.”
    4. Make sure you’re under “My Training” and “YPT.”
    5. Note the date next to “Youth Protection Training Certification.” You’ll see the date you completed the course right there. Below that, you’ll find the date your certification expires — two years after completion.
    6. If your expiration is on or after 3/1/2023, you have taken the updated training.
    7. Congrats! Thanks for your efforts to help keep Scouts safe.

    1. Log in to My.Scouting.org.
    2. Click “Menu” at the top left.
    3. Click “My Dashboard.”
    4. Make sure you’re under “My Training” and “YPT.”
    5. Next to “YPT Status,” look for a small blue printer icon. Click this.
    6. Your browser will open a PDF that you can print or save to your computer.

Step 4: Enter the Information on the Internet Advancement/Recharter Website

Recharter Online

When you are ready to start the rechartering process, you can access the platform by following these steps:

  1. Log in to my.scouting.org
  2. Click BSA Weblinks
  3. Click Internet Advancement 2.0
  4. Enter your unit type (Pack, Troop, Crew, Post, Ship) and number (always 4-digits)
  5. In the grey bar on the left side of the screen, there will be a button to initiate or reopen your rechartering information.

Council Unit Account Form

  • The Council Unit Account is provided as a service to the Packs, Troops, Teams, Crews, and Posts of the Illowa Council, Boy Scouts of America. A current Council Unit Account Form must be on file with the Council Service Center.  Below is a fillable form that can be emailed.

Merit Badge Counselors

  • The Council will be working with all Merit Badge Counselors currently registered to ensure that they are registered for 2024.  Packs and Troops will not be required to submit a Merit Badge Counselor list to the Council.  If your unit has a new Merit Badge Counselor that would like to register for 2024, click here for the Merit Badge Counselor Form.   As a reminder all new Merit Badge Counselors must complete an Adult Application, Youth Protection Training and Merit Badge Counselor Form.

Journey to Excellence

  • Journey to Excellence is a number of performance measurements that are known to make for a successful Scouting program.  It is designed as a planning tool.  The Pack, Troop, Crew, Ship, or Post leadership reviews the performance measurements and makes plans to achieve as many objectives as possible.  There are four major areas that Journey to Excellence focuses on, planning and budgeting, membership, program, and volunteer leadership.  Each of the four major areas has specific and measurable objectives. These standards are reviewed each year and if needed, revised.

Order of the Arrow Lodge Information

After I submit my charter then what?

Now that your Unit’s recharter is complete, the last step is to submit payment and any additional forms that weren’t uploaded during recharter! These can be emailed to your District Executive or mailed to the Illowa Council Service Center (4412 N Brady St, Davenport, IA 52806).

1. The Charter Renewal Report Package with electronic signatures/initials on page 2 and on the last page after the Charter Organization Representative has approved the document;

2. New Unit Leaders and new Scouts will be listed on the front cover sheet;

  • New Youth or Adult member applications can be either printed and included in the documents being turned in, OR, uploaded in the recharter platform (or both).
  • Any new Youth must have a completed application that corresponds with this cover page (signatures needed from parent and unit leader).
    • Parent birthdate and email is required on all youth applications.
  • Any new Unit Leader must have a completed application (signatures, initials, CBC Disclosure Form signed, proof of current Youth Protection Training, and #6 questions answered on right of application).
  • There should be No Transfers listed on the front cover sheet.

3. Double check quantities of paid Scouts, paid Unit Leaders, and Scout Life against the monetary totals;

4. Payment for charter (total amount due will be listed on the right middle side of Page 2);

  • The Council kindly asks that your units provide payment via cash or check at the office and NOT provide payment through the recharter platform online. We will deposit the money into your unit’s registration account and only when the charter has been reviewed will we pull money to cover the expense.

5. Youth protection certificates for any adults that expired this year. (These adults will not be able to recharter until they have completed and turned in their new certificate);

6. The Annual Charter Agreement with signatures from the unit’s Executive Officer, Charter Organization Representative, and Unit Committee Chair;

7. Completed Journey to Excellence Scorecard.
