Documents submitted to this form are for Council Purposes only; there is a strong possibility you will submit physical copies again at your Board of Review.

Please Note: A Scout’s 18th Birthday is NOT considered an emergency and applications will not be expedited due to this date. This will not affect their ability to earn the Eagle Rank.

Please read the following information for each section carefully and follow the provided directions. Verification and processing will be delayed if directions are not followed.

It is REQUIRED that you type the text on the Eagle Rank Application for a clear/professional look. The most current application is available as a fillable PDF at https://www.scouting.org/programs/scouts-bsa/advancement-and-awards/resources/.

If the provided files are of poor quality (blurry, grainy, too dark/too light, etc), you will be contacted and asked to provide a better copy. These files will be repeatedly transferred back and forth electronically, so the first one provided needs to be clear. Scouting America requires that Eagle Applications are held in permanent record, so it is essential that the final copy be legible.

Document must be uploaded as a PDF. Please make sure all documents are facing the right direction. Please make sure no dates or signatures (up to the BSA Local Council Verification Line) are missing on your application – missing dates/signatures will hold up your verification process. You can upload the front and back of the document together as one file, or upload them individually.

Ambition or Life Purpose Statement Upload(Required)

Per Requirement 6 on the Eagle Rank Application, Scouts must provide a statement of their ambitions and life purpose. This document must be received along with their Rank Application by the Council Service Center. Scouts have two options for providing this document. They can: 1) Upload the document as a PDF file; 2) They can provide a Google Drive link that provides access to the Statement.

Your Eagle Project Workbook includes three sections: The Proposal, The Plan, and The Report. All three (3) sections MUST be included, regardless of the method in which you provide them.

Eagle Project Workbook File Upload(Required)

This is your entire workbook. It is REQUIRED that the workbook is typed for a clear/professional look. Scouts have three options for providing their Project Workbook. They can: 1) Upload the document as a PDF file; 2) They can provide a Google Drive link that provides access to the Project Workbook; OR 3) They can bring physical copy with them to their Board of Review.

Eagle Project Picture Upload(Required)

Scouts have three options for providing pictures of their projects. They can: 1) Upload up to 6 individual pictures; 2) They can provide a Google Drive link that provides access to as many photos as they like; OR 3) They can bring physical copies of the pictures with them to their Board of Review.

Reference Letters(Required)

I have requested reference letters from the persons listed in Requirement 2 of the Eagle Rank Application. *A minimum of 3 letters must be received at the office in order for documents to be forwarded to the District Eagle Chair and a Board of Review to be scheduled.*

A Note on Reference Letters: Mail or deliver a request for a reference letter to the people listed in Requirment 2 of your Eagle Application. Include a stamped envelope addressed to the Illowa Council Service Center, 4412 N Brady St, Davenport, IA 52806. In an appropriate location on the return envelope, include “EAGLE CANDIDATE: Scout’s First & Last Name” so the envelope doesn’t have to be opened to find out who it is for. Envelopes are NOT to be addressed to the Eagle Candidate.
