Our Vision
Have a qualified Unit Commissioner for every Unit in the council that actively supports and mentors it on a monthly basis.

 
Illowa Council Commissioners’ Strategic Objectives & Goals

 

Objective I: We will be equipped to provide the National Standard Training Program for new Commissioners to insure the highest quality Commissioner.

 

            Strategies to Achieve the Objective:

  • Provide & Promote Fast Start Training and Youth Protection Training within the first 2 days of recruitment.
  • Obtain signed Responsibilities upon recruitment and personal coaching and orientation within 2 weeks of recruitment.
  • Provide & Promote Basic Commissioner Training within 3 months of recruitment.
  • Provide & Promote Continuing Education via monthly District Commissioner meetings, Annual College of Commissioner Science, and Philmont Training Center.
  • Ensure that they earn the Arrowhead Honor within 1 year.
  • Ensure that they earn the Commissioner Key after 3 years.
  • Ensure that they earn the Distinguished Commissioner Award after 5 years.

 

Specific Goals:

  1. Every District will have a method of tracking and reporting to ACC for Training & Awards, each Commissioner’s training progress. [January 2015]
  2. Implement Fast Start Training, Personal Coaching & Orientation and Continuing Education. [August 2014]
  3. Provide & Promote Commissioner Basic Training, as needed, up to 4 times a year:
    • Continue to include & Promote Commissioner Basic Training at University of Scouting [Annually]
    • Assemble a list of qualified trainers from each district. [September 2014]
    • Have new trainers attend Trainers EDGE or equivalent. [Annually]
    • Districts will communicate dates of their Commissioner Basic Training to the ACC for Training & Awards [Quarterly]
  4. Communicate commissioner training opportunities in Area. [Annually]

 

Objective II: Effectively Execute the National Annual Commissioner Service Plan.

 

            Strategies to Achieve the Objective:

  • Provide & Promote use of Unit Service Guidebook to Unit Commissioners for each calendar year.
  • Provide & Promote use of electronic version to District Commissioners.
  • Ensure commissioner unit contacts are made and reported monthly.

 

Specific Goals:

  1. Obtain updated information from council calendar. [November 2014]
  2. Update electronic version of Unit Service Guidebook. [Annually]
  3. Distribute electronic version to District Commissioners. [January 2015]
  4. District Commissioners add their district information, print & distribute to Unit Commissioners. [February 2015]
  5. Make commissioners aware that the Commissioner Tools is the only way to communicate monthly unit contacts. [September 2015]

 

Objective III: Elevate the Prestige of the Commissioner Corps.

           

            Strategies to Achieve the Objective:

  • Recognize commissioner achievements publicly via Roundtables, District Dinners, Council Dinners (when appropriate), Council website (Commissioner & District sections) and Local Newspapers.
  • Prioritize the processing of Awards for immediate presentation.
  • Proper uniforming of commissioners at Scouting events.
  • Acknowledgement of Commissioner “presence” at Scouting events.
  • Include a “Commissioner of the Month story” in the district newsletter and/or council website (Commissioner & District sections). 
  • District’s webpage to display Commissioner face pictures with their names.

 

Specific Goals:

  1. Each district to have a method to notify their District Commissioner of the Commissioner to be recognized publicly. [January 2015]
  2. Each district to have methods to recognize commissioners at District Commissioner monthly meetings. [January 2015]
  3. Each district to have methods to recognize commissioners at Roundtables. [January 2015]
  4. Each District to obtain their Commissioner Staff’s face pictures [November 2014] & have them posted on their web page [January 2015]. Updating them as needed.
